detail to the Congregation in meetings, and the congregation agreed to move ahead and establish a capital
            campaign to raise approximately $2 million for the project. As of yesterday, we have $1,222,000 in pledges,
            61% of our goal from half the households in the Congregation. Chris continued to announce a challenge
            grant from some church members as an incentive. Doug Hallward-Driemeier will manage the matching
            process. Chris also noted that each church family received materials by mail regarding the fundraising and
            building project and a resolution for consideration. She thanked the auxiliary members of the committee.
            Fundraising will continue, but in order to begin the work, the Congregation must vote on a motion to begin
            preliminary work.

            MOTION 16 AM #9: The Building 2020 Committee and other affected Boards and Committees should
            continue to do all necessary due diligence and begin preliminary work (including requesting competitive
            bids, entering into negotiations with contractors, preparing to borrow construction funds, designing the
            ecological enhancements and developing architectural designs for the Volunteer Corps property) to
            proceed with the plan for construction activities at the Westmoreland Circle property and modest
            accessibility and other upgrades at the Volunteer Corps property, subject to oversight from the Governance
            Council and review by the Congregation in early 2017.

            Discussion followed. Leslie Weber expressed appreciation for the 60% that has been raised, but also
            concern that the remaining families will not commit funds. She asked whether there is an option to scale
            back the project if funds are not raised. Chris expressed the opinion that it is best not to consider scaling
            back at this point. Our church is wealthy, and we have four years to raise the funds. This is a vital issue for
            our church, both families and those who are growing older. David Bennett indicated that we are waiting for
            responses from Montgomery County about water run-off issues. The architect should be ready to request
            bids by the end of the month, so we can get real construction estimates to have a better sense of the real
            cost. David requested approval to move ahead with preliminary work at this time so that we can establish a
            more accurate budget. The question was called.

            David Bennett expressed thanks to the Building 2020 team.
            Tim Tutt expressed thanks to Peggy for her service as Moderator and closed the meeting with a prayer at
            1:55.
