ITEM 1: WELCOME AND NOTICES

1. The Chairman welcomed members to the 112 Meeting of the SUBSEC. Apologies for
absence were offered for Dr Marcia Potter, Deputy Chair; Mrs Leslyn Edwards-Charles, Assistant
Chief Education Officer, Guyana; and Professor Eudine Barriteau, Pro-Vice Chancellor and
Principal, UWI Open Campus, Cave Hill.
ITEM 2: ADOPTION OF THE AGENDA
2. The SUBSEC received the provisional agenda which was amended to include the
Registrar’s Update at Item 4 and has been appended to this report.

3. The SUBSEC adopted the Report of the 112 meeting.
ITEM 4: REGISTRAR’S UPDATE
4. The SUBSEC received an update on the strategic direction of the Caribbean Examinations
Council (CXC). Members were informed that for 2017 the CXC would focus on producing valid
tests as well as reliable test scores. The organization would also ensure that its examinations
systems were robust and efficient. In addition, the Council would redouble its efforts to ensure
that all policies and procedures were up-to-date to provide guidance and support for definitive
reference as well as independent actions.
5. Members of the SUBSEC were reminded of the CXC core values (results oriented,
professionalism, customer focus, teamwork, excellence) and informed that the organization would
renew focus on its core values. In that regard, there would be a greater drive towards embracing
accountability at all levels, supporting activities aligned to the vision and rewarding behaviours
aligned to the core values.
6. The Registrar informed the SUBSEC that the CXC would target the out-of-school
population to ensure a larger, certified, globally competitive socially responsible workforce. He
reminded participants that the CXC had conducted a successful e-testing activity in January 2017
and that more subjects would be added for e-testing in May-June 2017. Members were also
reminded that all script marking would be done electronically in 2017 and that in 2018, the Council
would be offering e-testing in both Papers 01 and 02. The SUBSEC heard that e-authoring was in
operation and the CXC was fairly advanced in populating its item bank.
