               21.     The preceding suggests that the frameworks outlined above are the globally accepted response
               to the need for a common internationally recognised framework for language learning which will facilitate
               the co-operation among educational institutions in different countries. Within the context of Caribbean
               nationals having a need to function in the international arena, the structure will provide the mutual
               recognition needed. Therefore, based on the results of syllabus mapping and benchmarking activities
               conducted by CXC® to date, and the logical levels of language skills and competencies to be attained by
               Vandergrift’s categories of users, a plausible benchmark for the existing levels at which CXC® offers its
               Modern Language product is outlined on Table 4. The mapping is further captured in Table 5, and paves
               the way for refinement of the integral elements of the proposed CXC® framework. The ultimate goal is to
               use this instrument to guide the review of the existing products and processes to ensure the robustness
               not only of the syllabuses, but of the assessment and certification processes and products. This should
               ultimately facilitate the achievement of the Mission to provide the region with syllabuses of the highest
               quality; valid and reliable examinations and certificates of international repute for students of all ages,
               abilities and interests.
