                                MINORS DEPARTMENT
           (From the report of Mohammed Dowaigher, Superintendent of the Department).

                                       Receipts
           Estate and Compensation Cases. The Department dealt with 7 compensation eases
       involving Rs. 30,000 during the period from September—December 1953. During the year
       1954 it dealt with 29 compensation cases and 16 estates involving Rs. 29,000. The compen­
       sation cases consisted of distribution of sums paid by the Government or by the Bahrain
       Petroleum Company to persons, or to their heirs, who lost their lives or suffered injury in
       industrial or other accidents. None of the estate cases were of particular importance.

          Rents and Leases. Collections under this heading for the four months of 1953 amounted
       to Rs. 78,000. During 1954 the collection of rents was Rs. 2,31,000. The Department had
       under its administration 553 properties of which 18 were either sold or handed over to the
       Minors on their attaining majority.

          Loans. In the four months of 1953 the sum of Rs. 6,31,000 was repaid and in the year
       1954 repayments amounted to Rs. 24,79,000, as against Rs. 19,29,000 in the previous year,
       1372 Hejira.

          Interest on loans advanced was Rs. 45,900 in the four months of 1953 and Rs. 1,88,900
       in 1954, an increase of Rs. 42,000 over the previous year.

          Deposits. During the 4 months of 1953 the amount deposited with the Department was
       Rs. 71,000 and during 1954 the Department received Rs. 3,77,000, as against Rs. 2,09,000 in
       1372. These deposits include sums deposited with the Department for investing in loans by
       guardians of Minors not under the administration of the Department. Also included in the
       total is the Government’s annual subsidy of Rs. 30,000 towards running the Department.

          Sales of Land. In the four months of 1953 the Department sold one piece of land, near
       Aali, for Rs. 1,400. In 1954 it sold twelve properties, houses and land, for Rs. 1,13,000.

          Old Debts. A total of Rs. 6,900 was recovered in 1953 and during 1954 Rs. 11,200 was
       recovered. These payments were made to estate cases by persons indebted to the estates.

          Government Loan. During the 4 months of 1953 the Government made a loan to the
       Department of Rs.2,00,000 and a further sum of Rs. 2,00,000 was lent to the Department,
       through the Government.


                                      Expenditure
          Maintenance and Payments to Beneficiaries. Disbursements for maintenance of Minors
      who numbered 483 at the end of the year, were Rs. 31,000 during the four months, and
       Rs. 1,13,000 during 1954. During this period 65 minors attained majority.
          Cash payments to beneficiaries who attained majority, or for marriage, or in certain cases
      for medical treatment abroad, amounted to Rs. 1,03,000 in the four months and Rs. 3,19,000
      during 1954.
          Loans Advanced. The Department lent, at interest, secured by title deeds of immovable
      property, Rs. 8,27,000 during the four months of 1953 and Rs. 33,53,000 during 1954. Out­
      standing loans from 1,372 at the end of the year amounted to Rs. 24,20,000, the total sum on
      loan was 66 lakhs.

          The average rate of interest was Rs. 6/10/4 per cent.
