      to be built on the land west of the Fort which is being taken over by the Government from
      Cable and Wireless Ltd., who arc moving their installations out into the country, and 3jf lakhs
      for Police buildings. In addition to the capital expenditure on schools and hospitals recurrent
      expenditure on social services, Education, Public Health and Public Security, has also increased
      considerably. Another 7 lakhs is required to provide for the expansion of education, new
      schools which have been opened and others which will be opened during the year, necessitate
      an allotment of 431 lakhs for Education. There is an increase of 9 lakhs for Public Health to
      provide for additional medical staff and expansion of medical services. The Public Security
      budget has been raised by 61 lakhs to allow an increase in the strength of the Police Force and all
      other departments of the Government cost more than they did in the previous year owing to
      expansion and the normal incremental increases in salaries.
         A statement is given which shows, without great detail, the approximate percentages of the
      State’s expenditure on Social and Public Services. In this statement the one-third of the oil
      revenue has been excluded but the amount to be invested has been included. From this it can
      be seen that the Government can reasonably claim that about 65 per cent, of the total expend­
      iture is devoted to public and social services.

         At the time when the Budget was submitted to the Ruler His Highness Shaikh Sulman
      decided to contribute the following sums from his Privy Purse to the departments referred to
      below :
                           Education, 10 lakhs.
                           Public Health, 10 lakhs.
                           Public Protection, 5 lakhs.
         These amounts are not shown in the Budget, they will be used mainly for capital expenditure
      on the departments concerned.
