                        MEMORANDUM.               REFORMS IN DIVING.

                        I bog to forward for your information a translation of a proclamation
                        Shaik Haiuad Bin Easa,the Deputy Ruler of Bnhrain, proposes to ohortly
                        ioBue for the better regulation of the financial relations between

                        Nakhudae & their crews.
                        There arc no innovations in these rules except the introduction of
                        the diverB* peroonal account booko ,about which there has been
                        previous correspondance( & the limiting of the interest which may be
                        charged,both*of which have already been announced by the Shaik,
                        The Rules for the tv/o oystoms ’Amil' & 'Madyan' are based on the
                        customs hitherto in force but with a viev; to remove certain abuses

                        which have recently crept in.BUch aB attempts by some of the Nakhudae
                        to insist on prior right to buy the poarls at a cheap rate in
                       -addition to charging interest,Two examples of typical acoount8,as
                        they should be kept,have been given for the instruction of Nakhudae
                        The Shaik is ordtiAgg five thousand copies of the proclamation from
                        the preos,& they will be widely circulated among the Nakhudae.
                                Arrangements have also been made for the supply of 20,000
                        Divers* personal account booko which will be available before the.
                        end of the season for purchase by the divers at cost price.
                                 Several of the leading Nakhudau were freely consulted during
                        the preparation of the proclamation & agreed that the only persons
