                 Letter, dated December 18, 1952, from the Political Agent, Trucial States, to the
                       Ruler of Dubai, on the Subject of the Oil-shore Oil Concession granted to
                       Mr. George lleseldin

                   • u * ^avc ^le b°nour to state that Her Majesty’s Government have been furnished
                 with a copy of an Agreement signed by you on 7th August, 1952, granting to
                 Mr. George Hescldin an Oil Concession over the sea-bed and sub-soil, lying
                 beneath the waters which lie outside the territorial waters of Dubai, over which
                 your jurisdiction and control extends or may hereafter extend.
                     2.  Under instructions from Her Majesty's Government I now enclose a copy
                 of an Agreement which has been concluded between the Political Resident, acting
                 on behalf of Her Majesty’s Government, and Mr. Gcoree Heseldin in Bahrain on
                 the 1st December, 1952.
                     3.  It is desirable that there should be a clear understanding as to the position
                 which would arise in certain eventualities in connexion with these two Agreements.
                 I understand that this was explained to you at the time of signature of the
                 Concession Agreement and I am now therefore to request that you will let me have
                 a reply to this letter confirming your agreement to the arrangement set out
                 below: —
                     (1)  should any of the terms of the Agreement between you and Mr. Heseldin
                           be inconsistent with, or conflicting with, the terms of the Agreement
                           between Mr. Heseldin and Her Majesty’s Government signed on the
                           1st December, 1952, the Agreement between you and Mr. Heseldin
                           will, to the extent of any such conflict or inconsistency, be subordinate
                           to and controlled by the terms of the Agreement between Mr. Heseldin
                           and Her Majesty’s Government.
                     (2)  should it be necessary, under the terms of Clause (7) of Article 15 of the
                           Agreement between Mr. Heseldin and Her Majesty’s Government, to
                           request you to terminate your Agreement with Mr. Heseldin you will
                           accept the advice of Her Majesty’s Government in this respect.
                     4.  Upon receipt of vour confirmation that you understand and agree to these
                 arrangements, Mr. Heseldin will be informed accordingly and you will be notified
                of Her Majesty’s Government’s approval of your agreement with Mr. Heseldin.

                Letter, dated July 2, 1953, from the Ruler of Dubai to the Political Agent, Trucial
                      States, confirming acceptance of the terms contained in (a) above
                    I have the honour to confirm, in connection with my sea-bed oil agreement
                with Mr. George Heseldin of Petroleum Development (Trucial Coast) Limited
                signed on 7th August, 1952 that I understand and agree to the following: —
                    (1) that in the event of any terms of this agreement conflicting or being incon­
                          sistent with any terms of the Political Agreement concluded between the
                          Political Resident acting on behalf of Her Majesty’s Government and
                           Mr. George Heseldin which was signed on 1st December 1952, the
                          latter agreement will prevail.
                     2) that if it should prove necessary under the terms of Clause (7) of Article 15
                          of the Political Agreement, to request me to terminate my Agreement
                          with Mr. Heseldin I will accept the advice of Her Majesty’s Government
                          in this respect.
