164 THE LEGAL STATUS OF THE ARABIAN GULF STATES
But it is doubtful that the procedure under which those countries
were admitted, as original Members, in the United Nations is relevant
to the discussion of the membership of the Shaikhdoms.1 It is quite
I clear from that procedure that the original membership of the above
countries in the United Nations was decided on political rather than
legal grounds.2 Therefore, the membership of these countries con
stituted a special case.
1 Indeed, the former Shaikhdom of Kuwait was admitted to the United Nations
only after, and not before, her full independence from the United Kingdom on
19 June 1961. For the developments on this issue, sec below, p. 251.
2 For the unanimous acceptance of the original membership of the Ukraine
and White Russia by the Conference of the International Organisation, see UNCIO,
vol. 1 (Verbatim Minutes of 2nd plen. scss., 27 April 1945, document 20 (English),
p. 16), pp. 166-8.
