336 THE LEGAL STATUS OF THE ARABIAN GULF STATES

Minister’s statement that “Iraq must be a Gulf Slate". According to
                 The Economist:
“This statement means that it (Iraqi must have a longer coastline, which
in turn means it wants to take the two islands of Bubiyan and Warbah'V

Accordingly, if the problem between Iraq and Kuwait is
discussed purely on political and strategical basis, one would clearly
understand Iraq’s pressing needs for certain facilities within the
vicinity of her new Umm Qasr port.
Although this should not be allowed to interfere with the final
demarcation of their boundaries on the basis of agreements in force,
Kuwait may be urged, in the name of Arab solidarity, to offer to the
Iraqis the reasonable facilities required for their port on the Gulf, on
the basis of mutually agreed arrangements which would satisfy the
pride and integrity of both sister Arab countries.
