                          Preface (Second Edition)

           Since the publication, in December 1968, of The Legal Status of
         the Arabian Gulf States, many changes affecting the political, legal,
         and constitutional structure of the Gulf States have taken place.
                                                                                 i
         When the book became out of print, it was thought desirable to
         reprint it in a revised form.
           The revision is basically intended to canvass the most important
         political, legal and constititutional changes which have taken place in
         the Arabian Gulf States during the last six years (1968-1973).
           The revision takes the form of an additional material which deals,
         specifically, with the latest changes. The original introduction to the
         book has been left untouched because of its historical and academic
         importance in covering the pre-1970 period of the history of these
         States. In this way, the reader will be in a position to have a clear
         comparative picture about the extent and nature of the political and
         constitutional changes in the legal structure of the Arab States of the
         area during the last six years.
           Moreover, since some of the developments during this period

         have a direct bearing on certain chapters of the book, it was thought
         more convenient and useful that revisions related to those chapters        I
         should appear in the form of monographs at the end of the book. The
         monographs contain the post-1968 developments relating to the
         respective chapters of the book.
           The five monographs added in this new edition relate,
         respectively, to (a) settlement of the Bahrain-Iran dispute, (b)
         political developments in Kuwait, (c) Iran’s occupation of the Gulf
         islands, (d) settlement of submarine boundaries, and (e) extension         s
         of territorial seas. Moreover, thirteen more appendices were added         :
         to the book. These Appendices contain the texts of more recent
         treaties and boundary agreements of the Gulf States.
           The title of the book has also been changed to take account of the
         new developments.
           In its new format, the book enables the reader to become aware of
         the political and legal developments in the area since the publication
         of the first edition in 1968.
