Plant
The Department started this year quite well equipped for plant; all of which gave good service
during the year. In addition to the Avcling-Barford roller previously mentioned, the only other piece of
new plant obtained during the year was a bandsaw.

Costs
Factors which contributed to the small rise in total costs arc:—
(a) increase of rates of pay of certain tradesmen and drivers.
(b) increase in cost of imported stores.
(c) delays in arrival of imported stores.
(d) failure of overseers to cope really economically with dispersed works.
(c) the unusually large number of small works carried out, which had the effect at times of inter­
fering with the efficient execution of large works.
(f) the higher standard of workmanship entailing additional expense.
Some of these factors can, it is hoped, be counteracted in the future ; but taken by and large it seems
likely that costs will continue to rise slowly.
