                               The budget is shown in another form, without the $ of the oil royally which is paid to the Privy
                          Purse and with percentages under dilTcrcnt headings. From this it can be seen that 57.84% is income
                          from customs and other sources, 35.87 per cent is income from oil and 6.99 per cent is income from
                          capital items. 57.44 per cent is spent upon public services such as Public Health, Education, Protection,
                          Municipalities, etc., 24.57 per cent is capital expenditure which includes certain projects which arc public
                          services such as the Manama Water Supply, Electricity, etc., 6.72 per cent is paid to the Civil List and in
                          pensions and 11.27 percent is expended mainly on administration. The proportion of the revenue which
                          is spent upon objects which arc of direct’or indirect benefit to the public is extremely high.
                               A comparison between the estimated revenue for 1368 and the actuals for that year show that the
                          oil royalty was 4 lakhs more than the sum that was anticipated and customs collections exceeded the previous
                          year’s income by 13 lakhs.
                               Recurrent expenditure in 1368 exceeded the estimates by 7} lakhs, much of this amount was spent
                          on Education and Public Health. Unforeseen expenditure was high, it included the cost of the visit of
                          the Shaikh of Kuwait and a contribution to the Palestine Refugee funds. Non-rccurrcnt expenditure
                          on public works was over 3 lakhs more than had been anticipated, this included an extension to the Manama
                          water supply, and several new works which had not been included in the budget.
