                                      JUDICIAL

(From the report of Mr. Salim A1 Arayadh, Superintendent of the Judicial Department.)
During 1370 the number of new cases filed in the Senior Court was 857, this was 122 less than
in the previous year ; the cases consisted of 256 civil suits, some of them being estate eases, 206 land
registrations and 395 criminal cases, which included a large proportion of traffic offences as well as
many trivial misdemeanours. There were no important civil or criminal cases. The Senior Court,
which consists of two magistrates sitting separately on four days a week and sitting together, with the
Adviser, on one day a week, disposed of 879 cases including those which were pending from 1369.
At the end of the year there were 190 pending cases. The decrease in important civil eases such as
bankruptcies, foreclosure of mortgages, etc., is an indication of general prosperity. In past years,
when times were hard, there was more litigation.
The amount of fines collected was.Rs. 5,127 and Court fees amounted to Ks. 33.512.

In the Junior Courts 1,604 eases were filed and 565 orders for the execution of decrees were
made. The two Junior Courts disposed of 1,709 eases, including those pending from the previous
year, at the end of 1370 there were 460 eases still to be dealt with.
The Sunni Shara Court heard 223 of the 293 cases which were referred to it by other Courts
and the Sliia Shara Court disposed of 156 eases out of 181. The Majlis al Tajara heard 73 cases out
of the 88 cases which were passed to it for an opinion by the Courts.

The number of appeals was small; 10 appeals out of 16 were heard by the Senior Appeal Court,
10 out of 28 were hoard by the Junior Appeal Court and 21 out of 23 were dealt with by the Sliia
Appeal Qadhi. It has not yet been possible to appoint a Sunni Appeal Qadhi, which is a post which
         requires filling.
The rearrangement of the Courts which was made a few years ago has been successful in speeding
up the hearing of eases and there is now little delay.

The present composition of the Courts is as follows :—
Senior Appeal Court Sliia Appeal Qadhi
His Excellency Shaikh Abdulla bin Isa Shaikh Abdul Husain Al llilli.

                 Government. Shia Shara Court
