Government of India refused sanction. It fell to his successor,
V\ Captain William Henry Irvine Shakespear, C.I.E., to fulfil the under­
taking given so many years previously to Shaikh Mubarak; but he spent
most of the years of his appointment (1909 15) achieving it!
