Mike’s professional qualifications include over 32 years of experience in the Human Resources field, primarily in staff and executive
recruitments, labor negotiations, benefits administration, and classification and compensation studies.
Mike performed all phases of recruiting for a variety of local government positions including executive positions. He marketed re-
cruitments through a variety of forums; screened applicants; coordinated and conducted oral interviews; developed interview ques-
tions and guidelines; developed and administered written examinations and supplemental questionnaires; conducted skills testing;
and implemented comprehensive background checks for selected candidates.

Frances Trant, SPHR, SHRM-SCP
Senior H.R. & Recruitment Associate
Frances has over 30 years of Human Resources experience with 15 years in a variety of California public sector health care, education
(school district and University of California systems), and special district organizations, as well as anoth-er 15 years in both pri-
vate-sector and public-sector organizations throughout North America. Seventeen of those years were in leadership positions where
she was a member of leadership teams and responsible for the delivery of complete HR services including Recruitment.
Fran received her university education in Canada and passed her American HR certifications at the senior level (SPHR & SHRM-SCP),
to provide high quality HR expertise when she moved to the U.S.

Cindy Harary, B.A.
Recruitment Associate
Cindy’s professional qualifications include over 27 years of experience in the Human Resources field, primarily in staff and executive
recruitments. She spent 11 years in the public sector working fwor the City of Whittier, California, where she started out in their
Public Works Department before being promoted to the Human Resources Department. She gained experience in recruitment and
selection, employee training and development, labor relations, classification and compensation, and general human resources ad-
ministration.
Cindy earned her B.A. degree in Broadcast Journalism at California State University, Long Beach.

Sarah Nunes, M.A.
Recruitment Associate
Sarah’s professional qualifications include over 19 years of public sector experience with the Human Resources Depart-ment of the
City of San Jose. Starting at the analyst level and eventually rising to the position of Employment Division Manager, she gained expe-
rience in recruitment and selection, classification and compensation, and general human resources administration.
Sarah earned her B.A. degree in Anthropology from Beloit College, in Wisconsin, and was awarded her M.A. in Anthro-pology from
California State University, in Chico.
