Thank you for reaching out to me regarding the search your firm is conducting to fill the Deputy Director of Gam- Bryn Mawr, Pennsylvania 19010
ing position for the City of San Jose. After reviewing the description of the position in the brochure I believe that I am a 917-640-5906 joshua.couzens@gmail.com
strong candidate for the role. As you know, I have spent the past nine years as a Gaming Agent for the Commonwealth
of Pennsylvania. Prior to that, I was a Legal Reporter for four-and-a-half years at American Lawyer Media, in New York. In
fact, one of the beats I was responsible for at ALM was California so I actually know quite a few Attorneys in and around
        San Jose.

I was initially hired by the Pennsylvania Gaming Control Board as part of the team that opened SugarHouse
casino, in Philadelphia. At the time Philadelphia was the largest city in the U.S. with a full-service casino in the city limits. Experience
I was responsible for monitoring gaming activity at SugarHouse every weekend night for the first three years of business
and I encountered a wide variety of outcomes, complaints and criminal events during that time. That experience allowed
me to develop a solid base of skills as a Compliance Agent. Pennsylvania Gaming Control Board Philadelphia, PA 2010-present
After my first child was born I had the good fortune to transfer to an early morning shift at Parx Casino, in Bensa- Casino Compliance Representative
lem, directly outside the Philadelphia city limits. At Parx, I monitor both the Poker and Table Games cash box drops on a
daily basis. Parx Casino is one of the largest casinos on the East Coast, with its over 3,200 slot machines and 180 plus ta- • Represent the Commonwealth of Pennsylvania at Philadelphia area casinos

Given my experience in both legal reporting and casino compliance I am confident that I have the skills necessary • Report details of casino employee arrests and transgressions to the Pennsylvania Gaming Control
to monitor the card rooms in San Jose. I am an alert Agent with the versatility to communicate with people from a wide Board
variety of backgrounds. As Pennsylvania casinos are heavily regulated, I come in contact with Executive-level personnel,
both with the Pennsylvania Gaming Control Board and Parx Management, on a daily basis. My extensive knowledge of • Monitor casino employee activity in order to ensure compliance with Commonwealth regulations
all aspects of casino gaming, from table games procedure, licensing issues and requirements, cashiering procedures,
slot machine internal controls, and now sports wagering procedures and kiosk operations, will allow for me to integrate
seamlessly into the role of Deputy Director of Gaming for the City of San Jose.
