implementation of organizational goals, objectives, policies and procedures.
I truly believe that strategic plan if it only stays on the shelf if we have a plan but it is
never used as an effective tool to guide everyday paths we have work sets strategic goals
and management objectives. There are four of us we take the strategic goals. We come up
with a draft workplan in order to support the objectives set by the board. It is a draft plan
we bring that to the Board when the budget gets approved then we finalize the work plan
and tweak it a little bit. My direct reports take the plan I really have gotten more adamant
about that every year. If there is nothing that every single person can find there needs to be
another task where the department feels they are advancing the plan. Everybody writes up
the accomplishments. I actually use that to do the performance appraisals and the
compensation is based on that too. I use the same set of tasks and accomplishments.
6. Please describe a project in which you played a major role in creating pathways for
improvement for those in your community.
I really felt that we had to do the project when the community was really asking for it It
was something we did not pass onto customers. We were able to look at savings. In the
second year we still have another year to go. We hired a temp and a contractor and we are
doing it as a phased approach until 100% of our meters are on smart meters so that all the
data is stored on the cloud.
7. Please describe your experience in evaluating technology and operational procedure and
your approach to implementing change, if needed.
The AMI project would be a good answer for that. When I started, we had most of our
forms, internal forms, but also application forms that were on paper. We know the
customer's account number and they just have to verify if it is correct or not.
8. Please describe the roles in which you have had a relationship elected officials, and what
your role was in those examples. Can you provide an example of when you have had to
research a regulatory item and present your findings to a Council, Board, or Mayor?
I report to the Board every month. There is a lot that is happening on the State level. Water
tax what I do is I typically ask they need to be informed. If someone asks a question they
need to know what kind of decision I have made. If I hear about something that keeps
coming back in different shapes and forms. I ask my board advice about how active they
would like us to be. Would it be contacting our congress and senate members writing an
opinion piece. They ask my advice so it's iterative it goes back and forth. We have Board
committees they very much feel strongly that we're strong and that every voice matters.
They want us to be apart of the representatives.
9. This position will interact with organizations and individuals in the community. How do
you evaluate whether the District is providing a good level of customer service? What do
you feel are some of the challenges to achieving a high level of customer service?
I think we are on the cusp of the old ways not being sufficient. The next generation wants everything
at their fingertips. What we are trying to do is find ways of going to them. We have farmers markets
