Phase 2: Construction of the Candidate Pool and Recommendations
Deliverable 4. Construction of Candidate Pool
K&A Recruiting’s focus on modern sourcing techniques, which expand the candidate pool, differentiates
us from public-sector competition, who often rely on less efficient and more passive practices of candidate
discovery.
The technology we use helps us to search, identify, and attract candidates. By also tracking underlying
data, we can adjust to market demands. Various factors impact the candidate market, including the
economics of the greater labor market, time-of-year, and geographic location.
We will use our internal network in combination with modern recruiting tools that increase our ability to
get the word out to a wide range of the candidate market, ultimately giving us leverage to make better
recommendations than competing public-sector recruiting firms who are not utilizing modern software
available to our industry.
Also encompassed in our modern recruiting philosophy is Diversity & Inclusion. K&A Recruiting has built
a reputation for being an expert in identifying, targeting, recruiting, and successfully placing women and
minority candidates in many of our recruitments. Our firm has developed a library of resources for
advertising towards women and minority candidates. K&A Recruiting’s philosophy has included diversity
as an emphasis for some time, and we feel well-poised to stay at the forefront.
Deliverable 5. K&A Conducted Phone Screens
A designated member of our team will evaluate and schedule the top-ranked candidates for phone
screens, organized in our applicant tracking system. They will prepare K&A Recruiting’s proprietary Phone
Screen Evaluation Form to summarize the conversation and assign the respective candidate a numerical
score — making our recommendations concise and easy to understand.
Deliverable 6. Presentation of Recommended Candidates (Applicant Materials Binder)
When the screening process is complete, we will prepare K&A Recruiting’s Applicant Materials Binder,
which contains the Phone Screen Evaluation Forms, notes from the phone screens, and a visually friendly
summary of the candidate pool and pipeline.
K&A will submit for review by the key stakeholders, the digital, interactive Application Materials Binder
that includes clear written analysis of the applicant pool and recommendations of between 6 and 12
candidates to consider for on-site interviews. The Binder will include all documents submitted by
applicants, such as application forms, cover letters, résumés, and any additional information the
applicants have submitted.
We base our assessments on both the candidate’s qualifications and the knowledge of the agency’s
requirements, preferences, and culture.
