OBJECTIVE
To obtain the position of Director of Community Development Department with the City of Sacramento
SUMMARY OF QUALIFICATIONS
• Serves as the principal administrative officer of the Building Division; directs, assigns, supervises, and
plans all the activities of the Building Division; coordinates and directs resolution of complex
development issues and disputes; serves as the principal enforcement officer of the building and
housing codes of the City; oversees boards and commissions and serves as a member of the City’s
Executive Team in the Director’s absence.
• Interfaces with City officials, division managers, City Council, and others on Building related items.
• Develops priorities, approach, and strategies regarding organizational development/ improvement
initiatives; develops, plans, and implements Division goals and objectives in accordance with the
mission, vision, and values of the organization; develops, recommends, and administers policies and
procedures; identifies, develops, and implements initiatives to improve service delivery with other
city departments and public/regional agencies.
• Administers, directs, and recommends the Division budget; analyzes fiscal data to identify and project
resource needs; obtains needed resources; monitors and approves division budget expenditures.
• Reviews legislation and assures compliance with laws, regulations, statutes, and codes that impact
Division operations.
• Selects, assigns, trains, directs, and evaluates subordinate staff, including subordinate managers,
supervisors, professionals, and others; discusses, negotiates, and resolves personnel issues/conflicts
with staff, unions, and labor relations.
• Attends City Council meetings when Building items are on the agenda; meets with City Manager’s
office and City Council regarding new programs, project/program status, sensitive/controversial
issues; coordinates with other City departments, and outside agencies as appropriate; participates on
committees and boards; attends meetings, conferences, and workshops.
• Prepares complex statistical and narrative reports, correspondence, and other documents.
• Directed building divisions with various local jurisdictions.
• Effective in facilitating communication between management and staff.

• Business oriented; able to understand and execute jurisdictional policies.

RELEVANT EXPERIENCE AND ACCOMPLISHMENTS
MANAGEMENT
• Manage an award-winning State recognized Building Division > California Building Officials (CALBO)
awarded the City of Sacramento the Building Department of the year in 2017.
• Managed plan review for the City of Sacramento and successfully lead that team to review and
approve the Golden 1 Center with primarily internal staff.
• Managed counter operations, plan review and building inspections for various local jurisdictions.
• Evaluated and improved Building Inspections’ policies and procedures.
• Coordinated the plan review process for the multi-billion-dollar Sacramento International Airport.
