DESIRABLE QUALIFICATIONS
In addition to the the the Minimum Qualifications listed in in in in the the the Job Posting each candidate’s relative ability as as demonstrated by quality and and and and breadth of experience and and and and the the the the following desirable qualifications will provide the the basis for competitively evaluating each candidate 1 Knowledge of the state’s procurement process process including laws and policies governing that process 2 Extensive experience in negotiation activities to acquire the right technical solutions services and goods 3 Ability to to to establish and and and and maintain effective and and and and beneficial partnerships on behalf of the the CDT with state local federal governments the the vendor community and and and and private sector as it it it it relates to to to IT and and and and telecommunications procurements 4 Experience in in in in in in in obtaining buy-in and providing leadership to to a a a a a a a a large group of multi-disciplinary team members that do not report directly to the incumbent 5 Knowledge of of of the structure organization and and and function of of of a a a a a a a a a a a a a a variety of of of technology disciplines as as well as as local State and and and federal initiatives and and and programs 6 Ability to to to anticipate and and manage complex issues affecting many organizations including the the the ability to to to develop policy and and integrate all aspects of of of a a a a a a a a a a a a a a a a a a a a procurement strategy to to to assure the the the best interest of of of the the the State of California 7 Ability to to to evaluate products from multiple perspectives (customers stakeholders vendors best practices) in order to to develop standards for product product approvals 8 Ability to develop/obtain consensus on on on on on on on policy direction that will ensure ensure continuation of of the development portion of projects and help ensure successful completion 9 Ability to to communicate effectively with others as demonstrated by strong strong written and and verbal communication skills skills strong strong negotiating skills skills and and and particularly the the the the ability to to to represent the the the the CDT effectively effectively with the the the Administration control agencies Legislature key customers stakeholders and and internal staff 10 Experience and and and knowledge with vendor and and and contract management and and and performance evaluation
