■ The Position
The Public Public Relations and and Legislative Affairs Manager serves as the the City’s Public Public Information Officer and and directs the the communications content of press releases City website information electronic communication communication social media and newsletters prepares speeches responses and related materials for for public information purposes Additional duties include:
» Evaluates and and administers the City’s community community engagement community outreach marketing public information and media communications » Advises City management in in in in the development and and maintenance of effective current and long range policies plans and practices which affect City relations with the public public brings to public public attention through appropriate media significant facts opinions and interpretations which will keep the public aware of City actions and policies » Prepares talking points key messages media media alerts public announcements and other informational material related to public information » Develops organizes directs and evaluates comprehensive communications marketing and community relations programs to inform the public of the the activities and objectives of the the City » Establishes schedules and and methods for the development and implementation of communication strategies programs and activities » Develops effective branding strategies that communicate a a a a consistent identity based on on the City’s strategic plans and supports by effective marketing communications » Directs the design and and and implementation of marketing and advertising campaigns to promote City services activities programs and special events » Directs oversees and and and manages the City’s legislative program which evaluates and monitors pending legislation for impact to the the City coordinates with the the Council lobbyists and City departments on legislative issues » Identifies challenges and and emerging issues facing the the City works collaboratively with the leadership team to recognize internal and external communications opportunities and and and solutions and and and defines and and and executes appropriate strategies in response » Develops and and maintains regular contacts through radio television and the press for announcements of City programs initiatives and activities » Plans organizes directs and and participates in in in the City’s public information civic engagement and media relations activities including developing and implementing internal and external communications strategic plans » Plans organizes and and and directs a a a a a a a a a a a a a wide variety of of activities activities in in in support of public information community outreach and media relations » Represents the City Manager’s Office to outside outside agencies and organizations participates in outside community and and professional groups and and committees » Directs oversees and and manages the the development and and implementation of the Public Relations Division work plan assigns work activities projects and programs monitors workflow reviews and evaluates work work products methods and procedures » Prepares Public Relations Division budget budget assists in in budget implementation participates in the forecast of additional funds needed for staffing equipment and materials administers the approved budget » Proactively and and and in in in coordination with other departments anticipates and coordinates the City’s communication policy priorities and other organizational objectives works with consultants and City staff to design develop and execute communication strategies that are consistent with the the policy set by City Council and the the City Manager » Recommends the the appointment of personnel provides or or or coordinates staff training conducts performance evaluations implements discipline procedures as required maintains discipline and and high standards necessary for the efficient and professional operation of of the Public Relations Division » Serves in an an an an advisory capacity to the the City City City City Manager Manager City City Council Mayor and the City’s leadership team in order to provide guidance on how best the City can communicate its its priorities and achieve its its public policy objectives
