In the 2016 general election City of San Bernardino voters approved a a a a a a a new city charter providing for a a a a a a a Council-Manager form of government Under this governance plan which is is common to most California cities the the elected Mayor and City City Council appoints a a a a a a a full-time professional City City Manager responsible for the the day-to-day administration of city government The Mayor and and City City Council (the legislative branch) are responsible for setting City City policy and and allocating resources The City Manager and and staff (the executive branch) are tasked with recommending policy and and implementing the Mayor and and Council’s direction Each City department office and and agency is is administered by by an an an an executive appointed by by and and subject to the the the direction and and supervision of the the the City Manager except the the the Offices of of the the the Council Mayor the the the Library Board Board of of Trustees and the the the Water Board Board which are administered by their respective executive officers ■ THE HUMAN RESOURCES DEPARTMENT
The Human Resources Department consists of the Personnel Services Recruitment Workers’ Compensation and Risk Management The Personnel Services Division is is responsible for classification and compensation plans labor management and and employee employee relations employee employee benefits recruitment hiring and and separations supervisory training and service or disability retirements The Recruitment Division is is responsible for the appointment and retention of a a a a qualified effective workforce The Workers’ Workers’ Compensation Division is is responsible for managing the City’s self-insured Workers’ Workers’ Compensation programs (City employees only)
The Risk Management Division is is is is responsible for administration of the City’s insurance coverage and employee Safety and Wellness programs
