Historians have decided that the new building regulations, mandated by King Charles II and the British Government, were the most notable factor put forward- launching London into a new era. Although Richard Newsham and Nicholas Barbon are some of the less well-known figures, they still had a tremendous impact on breaking the barriers of urban reconstruction- Newsham for the invention of the fire engine machine, and Barbon for the first insurance company. From these two leading examples of the building regulations and new inventions, one is only left to wonder what the outcome would have been if the barriers of urban reconstruction had not been pushed. The answer is unclear, but without these monumental changes and discoveries, the reconstruction of London after the Great Fire would have been the exceptional event that it was.
