A unique platform for low-altitude air traffic management in Île-de-France for the 2024 Olympic Games in Paris.
Unmanned aeronautics: an essential ecosystem
The 2024 Olympic and Paralympic Games in Paris will be truly exceptional in scale: more than 200 nations, 17,000 athletes, 38 venues, 25,000 journalists, more than 10 million tickets, and 29 days of events. Security is already a paramount issue of the highest priority, particularly with regard to airspace, which is seeing an exponential increase in UAV flights. These are indeed the best means for fast, economical and more environmentally friendly deliveries, even under difficult access conditions. For example, Japan is expected to test drones and flying taxis at the Olympic Games in Tokyo in 2020. Similarly, Dallas and Los Angeles were selected to be the first real-life test cities in the United States in 2020, with commercial operations planned in 2023.
Groupe ADP and UAVs: a deliberate and controlled development
In September 2018, Groupe ADP signed the “Les drones entrent en jeux” partnership agreement with the Île-de- France Region and the Brétigny Drones Cluster, in preparation for the Paris 2024 Olympic Games. For Groupe ADP’s platforms, drones have a real technical use and represent a new opportunity for air mobility. But we decided to develop this new activity in an organized and controlled environment, so as not to pose a threat to air safety and security. That is why, in 2017, Groupe ADP launched the Hologarde project, which today offers a complete and open solution for managing low-altitude air traffic. This allows collaborative and malicious UAVs

to be identified and ad hoc procedures to be launched.
The BASSALT programme for the security of the 2024 Paris Olympic Games
Groupe ADP wishes to share its experience in UAV management with authorities in order to foster the emergence of a truly effective and secure UAV neutralization solution that will guarantee the security of the 2024 Olympic Games in Paris.
Hologarde is creating the most complete technical system for low- altitude management of a unique geographical area, the Île-de-France region. The BASSALT programme aims to develop in this way on two fronts:
• The gradual deployment of the system
•
in the Île-de-France region using the equipment of 3 airports and 10 aerodromes in order to offer full protection of the Olympic corridor, thereby covering the access sites (major airports, Parisian train stations, the Olympic Village) and of course the main sports venues.
The development of innovative services such as delivery logistics in Île-de- France, an Urban Air Mobility passenger transport system (taxi drones), and the implementation of a SafeCity system enabling authorities to activate surveillance to provide security for sensitive events and sites in Île-de- France.
