     through customs. The Ukrainian parliament re-established the customs duties for individuals when importing vehicles as well as the VAT on imported goods. The resumption of VAT payment on imports came into force for fixed-rate taxpayers of the first, second, and third groups. According to the explanatory note, the average monthly loss of budget revenue from the abolition of VAT and import duties is about UAH 3B. According to the law, taxation on car imports has been restored. In total, due to the exemption from import duties, excise taxes, and VAT, approximately UAH 13B were lost to the budget. Since the war’s onset, more than 119,000 cars were imported, and importing premium cars was common.
Russian Finance Minister Anton Siluanov said on June 20 that Russia's tax system is not unshakable, and a tax increase in 2022 is being prepared at least for Gazprom: they want to collect an additional 416bn rubles from the company due to high gas prices. This could hit Gazprom shareholders: the company planned record dividends, but it is now unclear whether these plans will be realized.
The Ministry of Finance prepared amendments to the Tax Code, which are designed to increase the amount of mineral extraction tax for Gazprom, which is mandatory for payment for 2022, by 416bn rubles, Interfax first wrote, and then confirmed by Kommersant. According to the latter, the project has already passed the government's drafting committee and thus is highly likely to be approved by the government.
This is not about a permanent, but about a one-time withdrawal of funds from Gazprom, follows from a document that the media have read. The explanatory note says that the decision was made due to high gas prices in European markets.
In 2015, the Ministry of Finance already increased the mineral extraction tax for Gazprom by introducing increasing coefficients for the company in the tax calculation formula. Then this was explained by the fact that the authorities sought to transfer half of Gazprom's profits to the budget, and if the monopoly approved the amount of dividends less than 50%, then the required amount was "achieved" at the expense of the mineral extraction tax. Similar measures were introduced for the oil industry: at that time, the budget felt a shortage of funds due to low oil prices.
Ukraine has asked the EU to allow displaced businesses to pay taxes in Ukraine. Minister of Social Policy Maryna Lazebna proposed to the members of the European Parliament to allow Ukrainians and Ukrainian companies to relocate to the EU and keep paying taxes in Ukraine. The Ukrainian Minister discussed with Dragosh Pislaru, Chairman of the Committee of the European Parliament, the possibility of EU-level legislation to provide for the preservation of tax residency by Ukrainians who have moved to EU countries and businesses that have relocated from Ukraine. Pislaru noted that “Taxation is regulated primarily by the national legislation of the EU member states” and acknowledged that the voiced proposals make sense.
