permanently, others live in two countries. There is also a rather impressive layer of those who continue to work for Russian companies and receive salaries in rubles, but permanently reside abroad.
Secondly, many Russian companies have opened offices abroad specifically in order to retain valuable personnel, but they prefer not to talk about the number of people in such hubs. For example, Yandex has a whole network of hub offices abroad, employing at least thousands of people. In Serbia alone, last summer there were more than 1,500 employees, and the startups that are being separated from the company as a result of the divorce from founder Arkady Volozh employ another 1,300 people (all of them abroad). The company itself disclosed that at the end of 2022, Yandex employed about 1,700 people abroad.
Thirdly, different sources provide conflicting information, often without disclosing either the sources of data or the calculation methodology.
But here are a few numbers to start from.
In total, there are 857 thousand IT specialists in Russia, according to Rosstat, whose data is provided by the Ministry of Digital Development. This is an increase of 13% by 2022.
The Ministry of Digital Development believes that two-thirds of the IT workers who left in 2022 have already returned.
Minister Maksut Shadayev estimated the number of specialists who did not return to the country at the end of 2022 at 100 thousand people. 80% of those who left continued to work for Russian companies.
The number of open IT vacancies in 2023 increased by 20% - every month companies opened more than 73 thousand vacancies. More than a third of them, 37%, assumed a remote work format. More than 50% of companies agree to hire an IT specialist completely remotely.
The median salary of IT specialists in Russia in the second half of 2023 was 141 thousand rubles, as follows from Habr Careers data. This is 15% less than in the first half of the year (due to a 20% decrease in salaries in the regions). But fierce competition for personnel in 2024 will lead to a new increase in wages, experts say.
2.6 Non-resident assets of Russian brokers increased by RUB700 billion in 2023
