The Central Bank first published statistics on non-resident clients in brokerage services in Russia in 2021, but that year there was no breakdown by country. The data takes into account accounts of individuals and legal entities, including international companies registered in special administrative regions (SARs). Assets include cash, securities, precious metals, etc., requirements are indicated minus liabilities.
Among foreigners, residents of Cyprus (RUB 503bn), UAE (RUB 120bn), Great Britain (RUB 87bn), Uzbekistan (RUB 86.7bn) and Belise (RUB 62bn). A representative of the Bank of Russia did not comment on Vedomosti’s calculations.
In 2023, the assets of non-residents increased by 720bn rubles, they decreased in 47 countries - by 21bn rubles.
The main growth in the assets of foreigners occurs at the expense of legal entities, as follows from the Central Bank data. Brokerage accounts grew the most for companies from the UAE - by 113bn rubles, or 15.6 times, reaching 120bn rubles. This dynamics was ensured by 90 new legal clients. Cyprus comes in 2nd place. The assets of companies from this country increased by almost 100bn rubles. (+24.3%) to RUB 503.7bn. Almost from scratch – from 1.23bn rubles. – up to 86.7bn rubles. assets of legal entities from Uzbekistan increased. More than 2 times - by 35.6bn to 62bn rubles. – from Belise (individuals from this country are not clients of Russian brokers). From 2.5bn to 35bn rubles. assets of companies from Panama increased.
Assets in the accounts of residents of 47 countries decreased. Most of all – by 10.2bn rubles. – for clients from China, the entire volume of their assets fell 4 times to 3.3bn rubles. Companies' funds decreased by 11.4bn rubles, which is 90% of the assets stored in their accounts at the end of 2022. For individuals from China, on the contrary, assets increased by 1.2bn rubles. up to 2bn rubles
In 2nd place is Kyrgyzstan, the assets of whose residents have almost completely disappeared, decreasing by 4.9bn to 192.1mn rubles, also at the expense of legal entities. The assets of retail investors from this country in their accounts more than doubled to RUB 166mn. Bulgaria closes the top three: a reduction from 3bn to 1bn rubles, while the assets of legal entities fell by 2.3bn rubles, and those of individuals increased by 400mn rubles.

The number of non-residents investing in Russia in 2023 also increased. At the end of 2023, the number of accounts opened with brokers reached 29,268, an increase of 27%, or 6,188, of which the vast majority (5,903) were for individuals. At the same time, in 2022 the number of accounts increased by 34% (5828) to 23,080.
The most active accounts opened in 2023 were residents of Belarus (2,288 accounts, the total number reached 8,147), Uzbekistan (1,436, up to 4,402), Germany (688, up to 1,256), Tajikistan (604, up to 2,093), Kazakhstan (485, up to 3,458 ), Kyrgyzstan (437, up to 2162), follows from Vedomosti calculations.
