Bodies of Ukrainian soldiers with tied hands found at mass burial site in liberated Izium. Ombudsman Dmytro Lubinets said on Sept. 16 that the bodies of the members of Ukraine's Armed Forces with tied hands were found at a mass burial site in the recently liberated city of Izium, Kharkiv Oblast. According to Lubinets, soldiers may have been tortured before being killed. Ukrainian police earlier said they had found a mass burial site containing around 440 graves in Izium.
Russian strikes on Ukraine's critical infrastructure may push West to send more arms to Kyiv. Mykhailo Podolyak, an advisor to the President’s Office, said in an interview with Interfax Ukraine news agency that the successful Ukrainian counteroffensive in Kharkiv Oblast and Russian attacks on Ukrainian thermal power plants and dams may push the West to supply anti-aircraft and anti-missile defense systems to Kyiv. He believes the allies are still not ready to impose a no-fly zone over Ukraine, fearing a direct confrontation with Russia, “but the situation will finally change with a little more of effective counteroffensive.”
New Russian 3rd Army Corps lasts only few days in Ukraine. On paper, Russia’s newly-created military unit is a powerful force, with 10,000 troops and hundreds of T-80 and T-90 tanks and other vehicles. Forbes writes that after the 3rd Army Corps rushed to Kharkiv Oblast last week, “the corps just melted away” due to the Ukrainian counteroffensive.
Ukrainian forces cross Oskil River on September 17. According to Luhansk Oblast Governor Serhiy Haidai, the Ukrainian forces have crossed the river. Prior, unconfirmed reports circulated of Ukrainian troops taking the eastern part of Kupiansk.
Zelenskiy suggests resuming Russian ammonia exports if Kremlin hands back POWs. President Volodymyr Zelenskiy said in an interview with Reuters that he proposed the plan to the UN amid a global shortage of fertilizers. “I am against supplying ammonia from Russia through our territory. I would only do it in exchange for our prisoners,” he said. Ukraine has a pipeline that can pump up to 2.5mn tonnes of ammonia annually from Russia to Ukraine's Black Sea ports. Zelenskiy’s idea was rejected by the Kremlin.
A unified Register of Weapons is being launched in Ukraine. According to Deputy Minister of Internal Affairs Igor Bondarenko, the register will systematize all processes for using firearms to prevent their illegal circulation. In addition, the register will allow the creation of an electronic office, through which a gun owner can apply for the purchase and storage of weapons, update data and carry out other mandatory procedures. The gun registration algorithm is similar to registering a vehicle and obtaining a driver's license. To become a gun owner, a citizen must undergo training and pass an exam to understand the structural features of a weapon and the rules for its handling and use. Then they buy a gun, which is recorded accordingly in the register. Currently, the registry is in test mode and will be put into commercial operation at the end of October, saidDeputy Minister of Internal Affairs Igor Bondarenko.
