The Parliament of Ukraine has approved norms for the export of biomethane. It was previously impossible due to gaps in legislation. The adopted law stipulates that customs control and customs clearance of biomethane will be carried out in the manner provided for natural gas.
Ukraine can occupy 20% of the European biomethane market. As noted by the head of the specialized association, Heorhii Heletukha, there is no need to fear that Ukraine will see an overproduction of biomethane and an oversaturation of the European market. After all, the EU market is deeply deficient. He said that the EU has decided to become a climate-neutral continent by 2050. Accordingly, the EU should replace natural gas with renewable analogs such as biomethane, green hydrogen, and synthetic renewable methane. Currently, the EU produces 4.2 billion cubic meters of biomethane per year, and in 2035, the goal is to produce 35 billion cubic meters per year. And for 2050, plans are being considered to produce 100-180 billion cubic meters. However, they calculated that with current production rates, they are lagging behind plans and will be able to produce about 20 billion cubic meters of biomethane per year by 2030. "And this niche can be occupied by Ukraine - there is no competition there. We estimate that up to 20% of the biomethane market in the EU can be occupied by Ukraine," Geletukha summarized.
The estimated potential of biomethane production in Ukraine could reach $40B. Based on the existing raw material base, Ukraine can annually produce 21.8 billion cubic meters of biogas or biomethane, according to a DiXi Group report. It is noted that in terms of providing raw materials, the most promising regions for the biogas industry are Kyiv, Vinnytsia, Poltava, and Cherkasy. Under favorable conditions, biomethane production in Ukraine may reach one billion cubic meters per year in 2030, 4.5 billion cubic meters per year in 2040, and 20 billion cubic meters per year in 2050. At the same time, half of the produced biomethane could be consumed domestically by the end of the forecast period. To achieve these biomethane production indicators by 2050, the industry will need €40B in investment. The main obstacle to establishing biomethane production is the irregularity of the exportation of this gas to the EU, particularly its customs clearance. In addition, launching a biomethane register and an origin guarantee system is essential. As well, the issue of cross-border trade in biomethane has not been settled in the EU.
What biogas projects are being developed in Ukraine? The potential for biomethane production in Ukraine is estimated at 21.8 billion cubic meters per year. For comparison, Ukraine produced 18.7 billion cubic meters of natural gas last year. Here are several projects that are currently being implemented: ● The Yuzefo-Mykolaiv Biogas Company is implementing the fourth stage of a biogas complex project, which will refine biogas into biomethane.
● The flagship project of the Ukraine 2001energy company is Green Parkin the Khmelnytskyi region. The project is in the process of being joined with Ukraine’s gas transportation system. The installation will produce 24 tons per day of liquefied biomethane.
● The Vitagro group has a €44.1M investment plan to develop biomethane.
