6.1.3 Budget dynamics - funding
Ukraine received $27.2bn in financial aid after Russia launched a special military operation in late February, the country’s Deputy Finance Minister Roman Ermolichev said. Ermolichev added that next year the amount of assistance will increase up to about $38bn to cover the budget deficit. In November, Ukrainian Prime Minister Denis Shmygal announced that Ukraine had received over $23bn in foreign financial aid. Shmygal also said that in 2023 the Ukrainian authorities expect to receive a 18bn euros financial assistance package from the EU. This will cover the budget deficit in terms of necessary non-military spending, he said. Shmygal noted that his country is also expecting the US Congress to approve allocation of financial aid worth $37.7bn next year.
The US will allocate $44.9bn to Ukraine and its NATO allies. The US Congress has received a 2023 state financing bill for $1.7 trillion, compared to the $1.5 trillion allocated last year. Of which $44.9bn is to be allocated for Ukraine and the US-NATO allies, the Washington Post writes. It is noted that the leaders of the Senate and the House of Representatives plan to pass the bill and send it to US President Joe Biden for signature by the end of the week. Democrats and Republicans clashed over how much money should be allocated to military and non-military programs. At the same time, next year, the US will adopt a record defence budget, which will amount to $858bn and exceed last year's, which amounted to $740bn.
Ukraine receives $2bn grant from US for budget support. The Finance Ministry said the money will be used to pay pensions and salaries to Ukrainian emergency workers and provide free medical services.

The draft National Defence Authorization Act (NDAA) for fiscal year 2023, approved by relevant committees of the US Congress earlier in the day, allocates at least $800mn for military aid to Ukraine. "[The document] includes $800mn for the Ukraine Security Assistance Initiative (USAI), which provides support and assistance to the Ukrainian Armed Forces, an increase of $500mn above the budget request [of the White House]," the US House of Representatives Armed Services Committee said in its commentary to the document. The draft also "allows for the replenishment of stocks of comparable ally and partner equipment provided to Ukraine" and "lays out a roadmap to build on the comprehensive Ukraine accountability and end-use monitoring strategies."
