Additional restrictions are being introduced on Russian exports, tentatively estimated at €7bn. Including the quota for the supply of metal products was reduced to 3.75mn tonnes per year, the supply of wood pulp, plastics, textiles and other things was limited. Extended ban on critical imports to Russia, including microchips. Engineering and advisory services are prohibited.
The sanctions list includes seven organisations, including the CEC, Goznak and the Irkut corporation, and 30 individuals - members of the administrations of the "new subjects" of Russia, officials of the Ministry of Defence, CEC Chairman Ella Pamfilova, philosopher Alexander Dugin, as well as singers Oleg Gazmanov, Nikolai Rastorguev and Yulia Chicherina.
Not so long ago, President Vladimir Putin said that in the event of a price ceiling, Russia would not supply anything to Europe - "neither oil, nor coal, nor heating oil." The fact that Russia will cut production when the price ceiling is introduced was confirmed this week by Deputy Prime Minister Alexander Novak. Estimates of such a reduction vary from 1.2mn b / d to 3mn b / d if the ceiling has to be observed not only by the G7 and the EU.
Russia can recoup some of the losses due to rising prices - Total CEO Patrick Pouyanne is against the ceiling precisely because it will help Putin and "oil will be $150, not $95." But in the future, the reduction in oil production will hurt the industry: some of the dead wells will not be restored.
