authorising routine autumn conscription for men aged 18 to 27, calling 120,000 people for military service, according to Russian state-controlled media TASS. Russia’s defence Ministry reportedly claims that the decision is “not in any way related” to Russia’s full-scale war against Ukraine.
Russia vetoes UN resolution condemning illegal annexation of Ukrainian oblasts. Russia vetoed a UN Security Council resolution, introduced by the U.S. and Albania, condemning Russia’s illegal annexation of Zaporizhzhia, Donetsk, Luhansk, and Kherson oblasts. Of the 15 member states, 10 voted in favour, Russia opposed, while China, Gabon, India and Brazil abstained.
On October 6, Russia approved the allocation of $1.5bn for Belarus to support “import substitution.” On October 5, the Eurasian Development Bank (EDB), which was established by Russia and Kazakhstan, said it would give Belarus $1.5bn. Belarusian Prime Minister Raman Halouchenka claimed that import substitution is vital for Belarus’ “technological sovereignty and independence.” In June, the Belarusian government announced the development of a bill that would allow the import of goods and use of software in Belarus without permission from copyright holders. The measure is said to be a solution against shortages of imported consumer goods. Analysts suggest the bill will cause a rise in prices, a lack of consumer protection, and the disruption of supply for businesses.
Stoltenberg: Air defence to be 'top priority' in NATO support for Ukraine. NATO Secretary General Jens Stoltenberg urged NATO Allies to provide air defence systems to Ukraine; he called it the "top priority" for those who attend meetings of NATO defence Ministers and the U.S.-led Contact Group for Ukraine in Brussels on Oct. 12-13. "The horrific indiscriminate attacks against Ukrainian cities... demonstrate the urgent need for more air defence for Ukraine," said Stoltenberg.
Putin offers to supply gas via undamaged parts of Nord Stream 2. Russian dictator Vladimir Putin offered to resume gas supplies to Europe through parts of the Nord Stream 2 pipeline that were not damaged by explosions in September. He also suggested an alternative supply route through Turkey. "The ball is in the EU's court. If they want to, then the taps can be turned on, and that's it," he said. Since Sept. 26, four leaks have been discovered in the Nord Stream 1 and Nord Stream 2 pipelines. Following the leaks, several Western officials, including U.S. President Joe Biden, called them a "deliberate act of sabotage."
Russia continues to conduct massive, forced deportations of Ukrainians. The Institute for the Study of War reports that Russia's deportations of Ukrainians likely amount to a deliberate ethnic cleansing campaign in addition to apparent violations of the Convention on the Prevention and Punishment of the Crime of Genocide.
