China agrees support for Mongolian infrastructure projects
MONGOLIA
CHINESE Foreign Minister Wang Yi paid an official visit to Mongolia from August 7-8, dur- ing which he signed cooperation agreements to support infrastructure projects.
Firstly, Wang put his signature to an agree- ment that China will help step up the construc- tion of the Erdeneburen hydropower plant. The plant is to be built on the Khovd River in western Mongolia. There is opposition from environmentalists who argue that the vicin- ity is an environmentally sensitive part of the country. Nonetheless, if built, the facility would reduce reliance on Russian electricity, provid- ing a capacity of 90MW and an annual capac- ity of 366mn kWh in supplying power to five provinces.
Secondly, Wang signed a memorandum of understanding for a cross-border rail connec- tion between the land ports of Gashuunsukhait and Ganqimaodu—the ports presently provide
the main truck entry points to China for Mongo- lian coal exports. When the rail system becomes operational, it will significantly increase Mongo- lia’s mineral exports. The project was held back for years due to political strife. Former president Battulga Khaltmaa adamantly opposed the infrastructure initiative, arguing that it would dent Mongolia’s national security.
Thirdly, an agreement has been reached with China to build housing complexes in Ulaan- baatar’s Ger districts—these localities are made up of unplanned residences on the city’s outskirts that are not connected to the city’s main infra- structure. Wang also signed for the development of water treatment facilities and a meat and ani- mal product processing factory.
Nothing about Russia’s gas pipeline ambi- tions, using Mongolian territory to transfer gas to China, was mentioned during the top diplo- mat’s visit.
