It should be noted that using power plant ships that run on liquefied gas, diesel, fuel oil, or biofuel is a globally recognized technology. There is a global market for renting such energy barges with a volume of about 10 GW. The world’s leader in the energy barge market is the Turkish company Karadeniz Holding, which operates under the Karpowership brand.
This year, Ukraine will need at least $1.5bn in 2024 to rebuild its damaged power plants, chief executive of Ukrenergo company Vladimir Kudritsky said. "In fact, estimates vary. Speaking about 2024, I think the figure may be $1.5bn or even more, and this is not an overestimation. I’m talking about the existing power generation capacities that need to be restored," he said in a video, posted on a YouTube channel of the Ukrainskaya Pravda publisher. According to Kudritsky, nearly half of Ukraine’s power generation capacities has been either damaged or destroyed.
According to Ukrainian Energy Minister German Galushchenko, the country is in the midst of an energy crisis. In his turn, Mikhail Podolyak, adviser to the head of the Ukrainian presidential office, specified that the Kanevskaya HPP, the Dnieper Hydroelectric Station and the Zmiyevskaya TPP had been damaged. The Energy Ministry reported the complete destruction of the Tripolskaya TPP, the largest power-generating facility in the Kiev Region. According to Ukrainian Foreign Minister Dmitry Kuleba, over half of the country's entire energy system has been damaged.

Russia has taken out 35 GW of Ukraine’s electricity generation capability since the beginning of the war. So far, the Russian Federation has destroyed over 60% of Ukraine’s electricity production in over two years, decreasing generation from 55 to 20 GW. Currently, Ukrainian energy companies limit electricity consumption through scheduled blackouts. Since March 2024, Russia has destroyed 9.2 GW of electricity generation capacity. Officials are now deciding how to mitigate the impact of ongoing Russian missile attacks on energy infrastructure. In the June 1 bombing alone, Ukraine lost 1.2 GW of generation and suffered severe damage to critical infrastructure, such as the gas transportation system for underground storage facilities in western Ukraine. This damage may affect both domestic use and exports of gas to the EU. In the meantime, the Ministry of Economy is working with partners from the EBRD and the EIB to quickly obtain funds through the Ukraine Facility to restore the energy sector.
The EBRD will provide Ukraine with €300M to restore energy infrastructure and construct new decentralized generation.
