Also, together with Japanese partners, a plan for Odesa's restoration is currently being developed, including the waste incineration project, said Odesa Mayor Gennadiy TrukhaNovember At the same time, Viktor Mykyta, the Head of the Zakarpattia Administration, announced that 10 gas power plants will be installed in the region by November in various region communities. "If we install gas stations, it will be about producing 152 MW of energy. For Transcarpathia, this is energy independence," he emphasized. In addition, currently, 4,800 households in the region have solar power generation. On sunny days, they provide up to 31% of the system's electricity.

    The EU seeks to speed up investment in the hydrogen market to achieve climate neutrality and independence from Russian energy sources. The European Commission announced the beginning of work on a pilot mechanism for developing the hydrogen market. Hydrogen will play an essential role in the EU's transition to climate neutrality by 2050 and in achieving its goal of becoming independent of Russian fossil fuels by 2030. The EC aims to help expand the market by collecting and processing data on the supply and demand for renewable low-carbon hydrogen and connecting European buyers with local and international suppliers. The pilot mechanism will start operating in the middle of 2025 and will operate for five years. There are currently 254 renewable hydrogen production projects in the EU, of which 170 are in operation and 84 are under construction. Together, they make up almost three GW of capacity. A further eight GW will be commissioned by 2030 after projects selected to receive €720M in the European Hydrogen Bank's pilot auction in 2023 are launched.
Experts name the factors stopping investment in new wind power plants in Ukraine. According to the head of the Ukrainian Wind Energy Association, Andriy Konechenkov, new distributed generation capacities can compensate for the loss of 10 GW of traditional energy capacities. As well, four GW worth of wind energy projects, ready for implementation, could also be useful and effective. However, the status of these projects has not yet changed due to some obstacles. One of the most important is the lack of war risk insurance and the still unpaid debt on the RES electricity market. RES investors have an underpayment of 40% for 2022 and five months of 2024. It is evident that it is impossible to build new facilities without financial resources. Existing investors are also concerned about the potential threat of further deterioration of the business environment and market conditions, so they are cautious about further investment. These factors also deter other potential international investors from conducting activities in Ukraine.
Turning point: Ukraine has approved a regulatory framework to quicken investment in new power generation and energy storage facilities. The National Commission for Regulation of the Energy Market (NCRECP) adopted a resolution to introduce special auctions for auxiliary services to provide frequency regulation and active power reserves in the power system.
