seen in the Zakarpattia and Volyn regions, where it is 88%. On average, about 50% of the country's housing estates have resumed work on construction sites.
Real estate prices in new developments are rising across the country.
Prices for apartments in new buildings are growing in hryvnia and dollar equivalence compared to pre-war levels, reported real estate portal LUN.ua. In Kyiv, work resumed on 23% (43) of construction sites, compared to the pre-war level, and the same tendency was seen in the Kyiv region, where 25% (45) of residential complexes recommenced construction. The average price per square meter in the capital increased by 4.4% to $1,410 per square meter, and in the Kyiv region increased by 12.2% to $765 per square meter. The prices in the western areas of Ukraine rose from 6.7% in the Chernivtsi region to 15.5% in the Khmelnytskyi region, which is the highest in the country. The main reason for price increases in the new buildings is due to the rise in the cost of construction materials.
9.1.6 Agriculture sector news
Ukraine’s grain harvest is expected to be 35% lower. This year, Ukrainian farmers expect a harvest of 65% of last year’s total. The lower total will result because they were able to carry out spring fieldwork on only 70% of the area planted during the previous year's sowing season, said economist Oleh Pendzyn. In parallel with stealing Ukrainian grain, Russia is resorting to shelling warehouses with grain, warehouses with chemical fertilizers, substantial fuel reserves, and lubricants. It is doing everything to make Ukraine lose its opportunities as an agricultural country. Ukraine and Russia compete in the same food markets globally," Pendzin added. According to United Nations data, the current blockade of Ukraine's seaports could lead to the starvation of 1.7 billion people worldwide.
The Cabinet of Ministers of Ukraine approved a series of measures to ensure food security under martial law. The ministries, the State Statistics Service, and regional administrations are instructed to regularly monitor the balance of basic foodstuffs, form and purchase foodstuffs for long-term storage, and compile a list of critical imports necessary for the continuous operation of agricultural enterprises. It is also noted that the state will continue to regulate the volume of domestic farm products for export during martial law and that the industry will remain under the control of authorized bodies that will regulate the marginal level of prices (tariffs), trade margins, standards of profitability for certain products, goods, and services of significant social significance.
Ukraine will have a shortage of grain storage tanks this season. Current carry-over stocks of grains and oilseeds may amount to 25.1 million tons in Ukraine for 2021/22 MY, up 4.2 times from the previous season. This will not allow the freeing of a significant amount of storage capacity for new-harvest crops. If the grain is stocked at ports and in silos in regions under constant hostilities and the grain in damaged storages is included, the carry-over stocks will total 21.3 million tons. Ukraine's overall storage capacity is 75 million tons. Ukraine will only have access to 60.9 million tons of storage capacity, however, as some facilities are in regions with ongoing hostilities. Thus, carry-over stocks will fill 35% of Ukraine’s total holding capacity. Forecasted production of grains and oilseeds are 55.9 million tons in Ukraine will lead to a storage deficit
