Money from the Road Fund will again be spent on the roads. The Cabinet of Ministers proposed to the Parliament to exclude the Road Fund from the 2022 state budget law obligating the fund to fulfil debt obligations and provide for the needs of the defence sector. The primary source of revenue for the road fund is fuel sale excise taxes (which are planned to resume) and taxes and fees received from imported vehicles. The government explained that due to the war in Ukraine, 24,800 km of highways have been damaged and 311 artificial structures destroyed, 65 of which require urgent reconstruction. This requires money, but currently, the law makes it practically impossible to use the state Road Fund for its intended purpose. Therefore, the government proposes to resume road work funding from the state budget.
