Individual EU countries may put forward additional conditions for the negotiations on Ukraine's accession. According to the Deputy Prime Minister for European Integration, Olga Stefanishyna, Ukraine will have to negotiate with these countries to obtain their consent. In November, the EC should publish a progress report detailing how well Ukraine and other membership candidates are fulfilling the bloc's conditions to join.

During his trip to Spain, Ukrainian President Volodymyr Zelenskyy warned that any pause in Russia's war against Ukraine could become a new critical moment. If Russia is given this pause and the opportunity to adapt, then in 2028, it may lead to a new war in Europe.
