total of ₴1.69T. Last year, the National Security Council ordered the allocation of ₴1.14T, or 17.8% of GDP, to the defence budget. Before the start of the war, the NSDC demanded that no less than 5% of the planned GDP be allocated to defence. Compared with last year's decision, a new item appeared in the current decree: the NSDC ordered the security and defence sector bodies to implement necessary legal steps to reduce overdue receivables. As of July 1, 2023, outstanding receivables to the Ministry of defence amounted to ₴33B, of which debts of Ukrainian enterprises accounted for 67.5%.
Since introducing the "Google tax" in Ukraine, the state budget has received ₴10.2B. According to a special committee of the Ukrainian Parliament, 98 non-resident providers of digital services have paid this tax in Ukraine. They paid ₴4.3B in 2022 and ₴5.9B in 2023 (as of October 1). The largest VAT payers on digital services are Google, Google Play, and Netflix, whose payment volumes show positive dynamics. Their payments in July-September increased (in foreign currency) compared to April-June by 5% and amounted to €21M. Fenix International Limited, the service provider for the adult entertainment content service OnlyFans, paid almost $1M in VAT this year (in 2022 - $889,500). The declaration campaign by non-residents for the third quarter of 2023 is underway. Based on the 15 declarations submitted on October 17, a significant increase in VAT charges for digital services may occur.
6.1.3 Budget dynamics - funding
Since the beginning of the year, Ukraine has received about $34B in loans and grants from its partners. International support is expected to continue, and the amount of funding in 2023 will be about $42B.
The EU has become Ukraine's largest donor for the first time, after Ukraine received another €1.5B tranche of macro-finance. As PM Denys Shmyhal reports, this is already the EU's ninth tranche of macro-financial assistance. The EU’s 2023 budget support amounts to €15B.
First draft Ukraine Plan expected in early Nov – First Deputy Minister of Economy. The Ministry of Economy plans to present the first draft of the Ukraine Plan in early November, prepare the final document at the end of November, in order to officially present it in the European Union in December as part of the €50bn financial support allocated by the EU for 2024-2027 within the Ukraine Facility, said First Deputy Minister of Economy Serhiy Sobolev.
