Section 14 animal care analysis
ANIMAL CARE & CONTROL UNIT
The Animal Control Unit provides response for complaints concerning domestic animals, reptiles
and livestock. The Animal Control Officer is responsible for impounding animals that are stray,
abused or abandoned, animals needing quarantine which have bitten humans or exhibiting signs of
disease. They are responsible for disposing of dead animals. Animal Control Officers often
respond to dangerous or aggressive animals and require extensive training to safely resolve such
matters. They often serve as the Local Rabies Control Authority and sit on Shelter Advisory
Boards required by state law.
CURRENT CONFIGURATION
•One Animal Control Officer position to complete assigned animal control duties.
•One Animal Control vehicle
•Operational kennel facility which has passed state inspection.
•Possesses a DEA license for controlled substances
•Working under an ILA with Glenn Heights for shared kennel services
RESPONSIBILITIES
The Animal Control Officer works independently under the general supervision and direction of a
Police Lieutenant and under the command of the Police Chief. This person performs various
technical & skilled tasks involved in the care and control of animals to ensure compliance of the
City’s Animal Control Ordinances, State laws and safety of citizens. The Animal Control Officer
must possess the following abilities to include but not limited to:
• Functional knowledge of the current state & • Ability to work non-standard shifts and
local laws regarding animals, including overtime to include some weekends
euthanasia. • Ability to work in different environmental
• Knowledge of basic capture & restraint factors and conditions
