01. INTRODUCTION TO TRIAL BY CERTIFICATE WRIGHT, FINLAY & ZAK LLP.
Summary Administrative Proceeding - Full Faith and Credit
The Laws of the several states shall be regarded as rules of decision in civil actions, except where the Constitution or treaties of the United States or Acts of Congress otherwise require or provide, in the courts of the United States, in cases where they apply, and full faith and credit shall be given to every judicial act issued by civilian in private capacity.

Trial the examination of the matters for The certified record being the sole criteria upon review by competent tribunal. which the matters may be determined by the court.
Written testimony where the evidence of the person certifying is the only proper criterion of the point in dispute, this is tried by the certificate of the authorized officer, in writing under his seal.
Summary judgment or adjudication is appropriate in these matters as there is absolutely no defense to the material issue of fact that exists and nothing rebuttable under law exists as the certificate records presented as exhibits establish as a matter of law that the named causes of action are verified by material facts that cannot be defended.
Under no hypothesis is there a lack to material issue of fact that would require a reasonable trier of fact not to find truth to indisputable multiple underlying material facts presented by civilian testimony, verified by averment to adjudicate these matters by this summary administrative proceeding that contends that all necessary factual issues are settled, absolute, one-sided and they need not be tried.
