1. Precisely define the event being observed. Everyone has to be looking for the same thing.
2. Decide on the time period during which the data will be collected. This could range from hours to weeks or months.
3. Design a form that is clear and easy to use making sure that all columns are clearly labeled and that there is enough space to enter the data.
4. Collect the data consistently and honestly. Make sure that time is allowed for gathering this data.
It is in your best interest to “fly the rough draft” by those staff members who will be asked to fill in the data. Their involvement in the planning stage will assist in their “buying in” and acquiring some ownership in the success of the project. In other words, they will willingly help you get the data you need.
