THE IMPACT OF THE ENERGY AND ELECTRICAL CODE CHANGES
On May 9th, the Greater San Antonio Builders Association hosted a class on the 2023 National Energy Code and the 2021 International Electric Code with over 150 members in attendance. The Texas Department of Licensing and Regulation (TDLR) adopts the latest published National Electric Code (NEC) every three years. The new NEC codes went into effect statewide on September 1st, 2023. It is important to note that cities can amend the code if the amendment is not less restrictive than the written code. The 2023 NEC also includes the counties.

Dave Yelovich taught Building Code Smack Down class which coveringhowtocomplywiththe2021InternationalEnergyConservation Code (IECC) and 2023 NEC. Dave’s sense of humor and teaching style had class attendees plugged into critical changes that had been made.
Most of the changes involve the kitchen. If you have an island or a peninsula in your kitchen, you are not required to have an electrical outlet in those areas. However, if you have an island or peninsula, you must provide something that allows future outlets to be installed. For example, a junction box in an island if you choose not to include outlets.
One of the biggest changes is builders and remodelers can no

building or remodeling a home. Outlets must be installed on, or above, the island or peninsula countertop (not more than 20” above). Popup- style receptacles are an option. One of the other major changes to the 2023 NEC requires all appliances in a kitchen to be protected by a GFCI circuit or receptacle. That includes dishwashers, disposals, refrigerators, ovens, cooktops, and more that need GFCI. The new code does not require that a GFCI be so far from a sink.
GSABA will be working with the City of San Antonio as they adopt the
2024 International Building Code (IBC) and International Residential
Code (IRC). We will host a training class with the city in the Fall with
the major changes that GSABA members need to be aware of. OCTOBER
