For any lessee in Flats 1, 4, 5, and 9 who does NOT understand the difference and importance between the £2000 and the voluntaries - read this reply to Flat 8 earlier this morning before the deadline or re-read it - clear as crystal.
Those that have NOT paid the £2000 or £1458 in the case of studio flat Flat 4, are in default and risk prosecution.
Those that have NOT paid their voluntary towards the tank (Flats 1, 4, and 8) are risking their tenants health and safety.
Those that have NOT paid their voluntary towards the communal tv set-up (Flats 1, 4, 5, 8 and 9) will have no service once their equipment is removed (save for tenant Lisa Cane in Flat 8 compliments of me) but believe me Chris, your rear windows will be charged if found to be in poor repair which I've indicated they are indeed....and 4 of them..... do the maths.
I really cannot believe this is all happening. Comments made re: blackmail, bullying, confusing are juvenile comments coming from disenfranchised dishonest quarters and totally puerile. Pay what you promised (£2000/£148) or get sued.
Simple as that. Don't pay the tank and risk poisoning over 3-4 month Section 20. Don't pay tv setup and listen to the wireless - and pay for rear window repairs of which you will receive correct Surveyor invoices as before - not from Management!

In brief - The £2000 is simply the pre-agreed contribution to the main works budget and an integral part of the September Quarterly.... and must be paid by all to fully complete the works - those that don't will be legally pursued in the normal way.
With your payment, four of us will have honoured that agreement - and I bet the others will too - or else!
The Water Tank contribution is a voluntary (ie non Section 20 so as to do this week quickly) contribution from again all lessees.
Your share is as on attached Statement £867.87
With your contribution, it will mean seven of us will have paid. I think the remaining two will also then contribute - but even if they do not, the works will proceed this week at some speed so long as you do pay.
The Communal TV - again on Statement for £593 is again a voluntary (no Section 20) to properly tidy up the whole place as well as installing neat TV Sky+HD in all flats, sitting room and bedroom forever.... with no trailing cabling, no white rubbish etc
With your payment five of us will have paid, a sixth, Flat 5 Michele will be forced to pay or have her illegally installed white cabled dish destroyed, so making seven payments - the final two will also pay I can assure you.
So, that's the story - if you can fully pay the Statement all will be well.
Don't worry about rear windows - those that have honoured all their pre-agreed amounts and the two voluntaries will find Management both grateful and very co-operative re any rear windows works to NOT be charged to lessees but to be included.
