As to the windows i would have thought that Derek Issacs would have flagged this up on his original inspection, notwithstanding that the scaffolding was not up at the front of the building, at least the back.

You're due refunds for payments received re: aborted Tank (Flats 2, 3, (5 paid cheque) 6, 7 & 9) and Communal tv Sky+ HD (Flats 2, 3, 6 & 7)
Seems Flats 1, 4 and 8 have no interest in a possible water contaminated storage tank and happy to wait three to four months for a replacement at possibly twice the presently quoted (with scaffolding in place) despite the good intentions of their neighbours, Flats 2,3,6,7 & 9 who did contribute for the safety of the whole block.
And Flats 1, 4, 5, 8 & 9 are content to have redundant cabling everywhere as have not contributed to a Communal install whilst scaffolding in place. No further complaint please from anyone re messy wiring or cabling anywhere please.
As well documented, existing cabling (anywhere and any type) cannot be re-adjusted due to not enough slack and will remain loosely attached and scruffy throughout the entire building both exterior and interior.
