I am in receipt of your recent email as regards insisting on a reply etc.
I would remind you that I did not receive a reply to my email in answer to further queries from both you and Flat 9 dated 19 November, nor indeed subsequent queries and replies, all sent with attachments most especially Year End Accounts for last year and current accounts to date showing a very healthy situation - this despite critical inuendos from both you and Flat 9, let alone accusations of not sending, misappropriation of funds, misleading information and God knows what. In fact, although this particular reply was copied to everybody, nobody replied - nor indeed to the sensible suggestion to hold your meeting here at my flat - methinks there's serious mischief about....!
You also have made no further comment to my reply as to why my £285 expenses due from you should not come from the Service Charge Account. No comment?
Anyway, in reply to your red email of 21st November with enquiries, comments are as follows:
Firstly some clarification required as regards the WADE quote: so I can properly finalise your required comparison Spreadsheet of Management's various independent quotes received to date:
a_ (Marble Restoration Section) - Kickplates, Handles & Finger Plates - does cost include the brass floor plates (8) under each of the internal double doors. Management's quote does include.
b_ (General Items) - Brass Tenant door furniture - does cost include fitting. Management's quote does include fitting, along with simply removing and re-coating staircase handrail, but not with a new brass one.
c_(Electrics) - Lights - does cost include cost of ALL new Brass Lantern lighting fitments (Hallway (4), landings (6), plus external fitments for fire escape (4), fire route (2) additional emergency lighting - all with auto sensors - I appreciate Staircase Emergency Lights are included in that cost. Management's quote does include all required and listed Light Fitments (admittedly Tiffany Lamps).
d)_ (Hardwood woodwork) - please confirm exactly which doors are included - is it ALL interior doors (not tenant doors) or simply Main Front Door and the double doors adjacent. Does it also include the two large panelling sections on each landing outside the Lift which hides the pipeworks, as well as the woodwork outside of Flats 1, 4 and 7. Management's quote only includes Main Front Door and the double doors adjacent.
e)_ (Paintwork) - please confirm that you do require three colours for walls & ceiling as opposed to only two throughout. Management's quote is for only TWO colours for walls & ceilings throughout.
f)_ (Lift Doors) - please confirm if both the architraves around the lift doors are also to be painted and that the Mesh surround is also be painted after steam cleaning. What colour for all is proposed? Management's quote does include and colour proposed is copper/bronze to all surfaces.
g)_ (Options) - Install Emergency Lighting from ground to 3rd Floor - Management's proposal is to utilise installed (new) lights on an Emergency Lighting Circuit, on auto sensors as opposed to adding yet more (and very unattractive) Emergency Lighting all down the staircase. Management are also installing new all weather fire escape lights (auto sensed) plus two all weather Emergency Lights (auto sensed) on escape route above rear yard.
h)_ (Fire Detection System) - this is not a legal requirement at Mitre House. Management have, though, provided a quote in case it does become law.
i)_ (Cables) - this would appear to be a communal TV Aerial as opposed to Cable/Satellite/Sky Dish etc. Management's quote is for a Communal Sky Satellite Dish and installation.
j)_ Missing Items - it would help if those items originally specified by both Management and yourself and others are costed into your total costs - Management's total cost does include these items and indeed, to help come to a fair comparison, Management's cost for these items has also, until advised otherwise, been added to Wade's total costs (see Management's Spreadsheet items outlined in ORANGE).
Once we have confirmation or otherwise on the above, final quote totals for Wade can be assessed and correct comparisons can then be made on the Management Spreadsheet which I'll send you by return.
We can then consider the Section 20 Notice (No. 1) although it seems bizarre it is now considered appropriate to send out over the Christmas period whereas it was considered inappropriate (by Flat 9) to send out way back during the summer due to holidays etc -
As regards your specific queries in your red email of 21st November - the replies are as follows:
1)_ re: WADE quote - full overhaul of woodwork - see item (d) above
2)_ re: WADE quote - remove and replace staircase handrail in brass etc - see item (b) above
3)_ re: WADE quote - meter cupboards - now costed by Management and appears on Management's Spreadsheet and includes additional meter cupboard to cover basement electricals (and yes, on voting outline supplied for June 13 meeting, costs were not outlined)
4)_ re: WADE quote - new brass furniture for tenant doors - see item (b) above (and yes, on voting outline supplied for June 13 meeting, costs were not outlined)
5)_ re: WADE quote - new brass front door bell console - a cost was outlined on voting outline supplied for June 13 meeting - avg. quote £450 (to include renovating handrail and voted 10-0 FOR...)
I am at a total loss as to your assertion that Management's £35,000 does not include VAT. For hopefully the last time, it does, as Management's Spreadsheet will well evidence.
A perusal of the last twenty odd emails, letters etc since your meeting on June 13 have stated categorically that the £35,000 includes VAT @ 20%. As indeed did the original £27,000 budget.
