  Harlem Commonwealth Council (HCC) has been dedicated to supporting entrepreneurship in the community since 1967. HCC’s mission is to stimulate economic development in Harlem, Upper Manhattan, and the Bronx – low and moderate income communities in New York City. We achieve this mission through the support of minority business enterprises, the creation and retention of jobs, and the education of residents.
HCC responded to the needs of the surrounding community at the onset of the COVID-19 pandemic. For our learners, HCC shifted programs to a virtual setting for its educational programs and, later, hosted a site offering free childcare and education activities for those students enrolled in a blended learning model of remote and in-person. HCC, through its subsidiary Harlem Entrepreneurial Fund, offered extensive help navigating the contin- uously changing federal programs for small businesses, and became certified by the SBA to become a PPP lender. Because of the quick and flexible programming HCC offered, we achieved the following:
