PUEBLO ESTRELLA MEETING MINUTES

August 13, 2019 – General Meeting

In Attendance

David Vitkus (Board President), Anne Lopez (Vice President), Tamara Dillon (Treasurer) &
Mike Ulichny (Member at Large). David Vitkus called meeting to order at 7:14.

Annual Meeting

• Annual Meeting Board member quorum met.
• Member quorum not met.
• Nomination and balloting could not be completed as quorum was not met.
• David Vitkus nominated Scott Kelly to be on the board. He accepted nomination.
Vote tabled until the Executive meeting.
• Board members introduced themselves and identified the ARC and their duties.

Approval of Minutes

Minutes read, Mike Ulichny moved to approve, Anne Lopez 2 and all approved.

Treasurer’s Report

Tamara Dillon, treasurer reviewed the balance sheet and budget. There was a question
about the landscaping bills. Anne moved to accept, David 2 and all approved.

Homeowners Forum

• An owner asked about adding a notice about cleaning up after pets to the next
newsletter.
• Mike Ulichny discussed a very noisy July 4 party where the teens had sent out notice

over “social media” and it got out of control. The parents were out of town. Police
were called when gunshots were heard. The home has been “red tagged” by police.
• A discussion of the Houghton road upgrades was led by Anne Lopez who had
attended a recent DOT meeting. The work will take up to two more years. The new
road will be four feet higher than the existing. She stated that there will not be curbs on
the roadway, but there will be a walking path / sidewalk between the road and the
wall around Pueblo Estrella.
