were exploited by a few infiltrators who were able to siphon off or divert the funds of
the organisation. Moreover, an innocent NPO could also be the victim of an
unrelated recipient organisation or related branch office. There are even cases of
bogus fund raising, where the name of existing and unwitting NPO was used as a
cover for illegal fund-raising.
