On Dec. 2, 2018, Officers Jeffery Bybee and Loretta Vaughn responded to a call of shots fired at 60th and Carpenter. Upon arrival, the officers found a victim who was shot in the lower body. The bullet had pierced his femoral artery, and the vic- tim was bleeding profusely. Both officers started applying a tourniquet to the victim’s leg, slowing down the bleeding. The
ambulance arrived and transported the victim to the hospi- tal. Without the actions of these two officers, the victim would have perished.
It is with great appreciation that the Fraternal Order of Police Chicago Lodge 7 presents Officers Jeffery Bybee and Loretta Vaughn with Life Saving awards.
